As the vehicle made this turn, the driver’s door opened and the driver nearly fell out of the vehicle. At this point, the SUV collided with a retaining wall on the south side of E. Kansas City Street. The driver fled from the vehicle on foot. After a short foot pursuit, the suspect driver was brought to the ground.
