On March 1st around 6:25 p.m., police were dispatched to the area of Racine Street and Anamosa Street for a report of a passenger vehicle that had lost control, left the roadway, and struck a parked vehicle in the 1100 block of Racine Street. It was reported that the suspect driver exited the vehicle and began fleeing the area on foot. Police located a male matching the description of the suspect driver walking in the area of Milwaukee Street and E. Jackson Street. As police attempted to detain the suspect, he became uncooperative. After a brief struggle, police were able to place the man in handcuffs and identify him as 33-year-old Harris Blue Legs of Rapid City. A search of his person turned up keys for the vehicle involved in the hit & run crash. Police noted the smell of an alcoholic beverage coming from his person. It was determined he was too impaired to safely operate a motor vehicle. Blue Legs was placed under arrest for DUI (3rd), Leaving the Scene of an Accident, and Driving Under Revocation. He was transported to the Pennington County Jail.
