On August 11th at around 12:45 p.m., police were called to the parking lot at 1111 E. North Street for a report of an intoxicated driver. The reporting party had observed the male driver drinking beer before getting into a vehicle and driving through the parking lot. On arrival, police located the suspect vehicle and conducted a traffic stop on it. On contact with the driver, identified as 29-year-old Monte Whalen of Rapid City, police observed an open beer can in the center console. Following a DUI investigation, police determined that Whalen was too impaired to operate a motor vehicle. He was placed under arrest for DUI. He was transported to the Pennington County Jail.
