RAPID CITY'S #1 FOR NEW COUNTRY KICK 104

On May 4th at around 12:50 a.m., police observed a passenger vehicle in the area of West Main Street and Mountain View Road with a non-functioning headlight. The vehicle turned to head eastbound on W. Main Street. A traffic stop was attempted, but the car did not stop for police. The car continued eastbound into the downtown area along Saint Joseph Street. A Tactical Vehicle Intervention (a police emergency driving technique in which an officer uses their patrol car to nudge the rear end of the suspect car, causing it to spin to a halt) was successfully performed on the vehicle, bringing the pursuit to an end in the 200 block of Saint Joseph Street. The driver, later identified as 43-year-old Robby Turner of Mills, WY, was ordered out of the vehicle. Officers noted that Turner displayed signs consistent with methamphetamine use. A DUI investigation revealed that Turner was too impaired to operate a motor vehicle. A search of the vehicle turned up a container which had a white crystalline substance inside. The substance field-tested positive for methamphetamine. Turner was placed under arrest for DUI, Possession of a Controlled Substance, Ingestion of a Controlled Substance, Eluding, and a Headlight Violation. He was transported to the Pennington County Jail.
