12/15/20 Stolen Vehicle

On December 12th at around 1:40 p.m., police were dispatched to 2205 N. Lacrosse Street for a report of a stolen vehicle. The reporting party told police they had gone outside to see that their Chrysler 300 was missing. Police took the report and created a bulletin to be on the lookout for the vehicle.

Then on December 12th at around 9:30 p.m., police received a report of gunshots heard in the area of E. Denver Street and Herman Street. The reporting party stated they had heard gunshots come from a Chrysler 300 before it left the area. Police searched the area, and the vehicle was spotted heading westbound on Saint Cloud Street before it turned onto 5th Street. At this point it was confirmed to be the vehicle earlier reported stolen. While trying to get into position to make a traffic stop on the vehicle, officers lost sight of the vehicle. No injuries were reported in relation to the gunshots.

Later in the evening on December 12th at around 10:15 p.m., police responded to the area of Locust Street and East Centennial Street for a report of gunshots heard in the area. On arrival, police made contact with the reporting party who stated they had heard gunshots before observing a white Chrysler 300 leaving the area at a high rate of speed. Police located bullet casings in the area the gunshots were reported, but were unable to locate the suspect vehicle. No injuries were reported as a result of these gunshots.

Then on December 14th at around 10:20 p.m., police observed a white Chrysler 300 unoccupied at a fuel pump at 2130 N. Lacrosse Street. The observing officer requested more units to the location and took up a position near the vehicle. While waiting for additional units the officer observed two males exit the gas station and begin walking toward the vehicle. One of the males was seen walking toward the driver’s side of the Chrysler 300. The officer announced his presence and ordered the two males to show their hands. The two males fled in opposite directions, and the officer pursued the male that was seen attempting to enter the driver’s seat of the stolen vehicle. The officer observed him run to 625 E. Disk Drive. Officer later observed the suspect enter the Chrysler 300 and began driving toward E. Disk Drive. At this point, another officer on scene observed the suspect vehicle driving toward a responding sheriff’s deputy who was out of their vehicle. Believing the deputy’s life to be in danger, the officer fired several shots at the vehicle’s engine compartment in an effort to disable the suspect vehicle. The suspect vehicle swerved, missing the deputy, and continued onto E. Disk Drive. The vehicle continued westbound on E. Disk Drive before turning south onto N. Maple Avenue. The vehicle ended up turning westbound on E. North Street. A tactical vehicle intervention was successfully performed on the suspect vehicle, causing it to spin out. Other officers positioned their vehicles to pin the suspect vehicle in place. The suspect driver continued to evade the pin, and an officer fired at the vehicle’s tire in order to disable it and mitigate the ongoing public safety threat posed by a reckless driver. The suspect driver was pulled from the vehicle and placed in handcuffs. He was identified as 22-year-old Monterion Winfrey of Rapid City. He was placed under arrest for Possession of a Stolen Vehicle, Aggravated Eluding, Obstruction, Intentional Damage to Property, and a Parole Hold with additional charges pending as police continue to investigate the incident.
