Pursuit

On January 20th at around 5:20 a.m., police observed a Cadillac CTS make a turning violation in the area of Haines Avenue and Knollwood Drive. Police attempted to stop the vehicle as it turned onto Curtis Street. The vehicle did not stop. The vehicle eventually turned to head north on Haines Avenue before turning to head eastbound on Interstate-90. The pursuit continued as the driver turned to head northbound on Elk Vale Road. At the point, the passenger in the vehicle was observed tossing several small, white objects out of the window. The Cadillac turned eastbound on 224th Street, then south onto Bennett Road. A Pennington County Sheriff’s Office deputy was able to successfully deploy spike strips in the area of Bennett Road and Country Road, deflating multiple tires on the vehicle. The Cadillac turned to head westbound on the I-90 service road, and another officer was able to successfully deploy spike strips, deflating the vehicle’s remaining tires. Police continued to pursue the suspect vehicle as it turned south onto Elk Vale Road and then west onto the I-90 onramp. At this point, the pursuing officer conducted a Tactical Vehicle Intervention(TVI), which successfully spun the suspect vehicle, bringing the pursuit to an end. Assisting law enforcement officers ordered the two occupants out of the vehicle. The driver, identified as 37-year-old Jessica Larvie-Becker of Rapid City, exited the vehicle and began drinking from an open beer bottle. She, and the passenger, identified as 36-year-old Miranda Dumarce of Pierre, were both taken into custody. A search of the vehicle turned up methamphetamine and associated paraphernalia. Police were able to located the items thrown from the vehicle during the pursuit, which turned out to be baggies of methamphetamine. Larvie-Becker was placed under arrest for a multitude of charges that include Aggravated Eluding, Possession of a Controlled Substance, Distribution of a Controlled Substance, Ingestion of a Controlled Substance, Possession of Drug Paraphernalia, Public Consumption of an Alcoholic Beverage, Open Container in a Motor Vehicle, Avoidance of a Traffic Signal, and a Warrant. Dumarce was placed under arrest for Possession of a Controlled Substance, Distribution of a Controlled Substance, Ingestion of a Controlled Substance, Possession of Drug Paraphernalia, Littering, and two Warrants.
