At approximately 9:40 p.m. on January 10th, police observed a Jeep Patriot driving on N La Crosse St near E Van Buren St with a completely obstructed rear license plate. A traffic stop was attempted and the vehicle initially stopped. When RCPD officers were approaching the vehicle, it took off and a pursuit followed. The vehicle traveled south on La Crosse St, making several turns until ultimately making it to Highway 79, where it headed south. The vehicle was stopped on Highway 40 by the South Dakota Highway Patrol, who had taken over the pursuit as the vehicle continued traveling south out of the city limits. The driver of the vehicle, identified as 42 year-old Eduardo Alba of Rapid City, was detained and arrested for Aggravated Eluding Law Enforcement and transported to the Pennington County Jail. This incident remains an active ongoing investigation.
