Pursuit

On December 21st at around 1:05 a.m., police were in the area of 1721 N. Lacrosse Street for an unrelated call. While there, police observed a Toyota Celica pull into the parking lot at the address and come to a stop taking up two parking spots. As the driver exited the vehicle, police observed the driver staggering and he walked. As police approached the driver, they noted the smell of an alcoholic beverage coming from his person. As the officer attempted to speak with the driver, he walked back to the car, got into the driver’s seat, and pulled out onto N. Lacrosse Street. The vehicle description was called out over the radio, and a nearby officer attempted a traffic stop on the Celica. The vehicle did not stop and pulled into the parking lot at 1575 N. Lacrosse Street. The vehicle stopped briefly, but then drove away. At this point, the vehicle struck a concrete barrier in the parking lot. The car continued across N. Lacrosse Street into the parking lot at 1520 N. Lacrosse Street. The driver was ordered out of the car and identified as 48-year-old Scott Roe of Rapid City. Police noted that Roe still had the smell of an alcoholic beverage coming from his person, as well as slurred speech and trouble maintaining balance.  Roe was placed under arrest for DUI (2nd) and Eluding before being transported to the Pennington County Jail.
