Pursuit

At around 12:40 a.m. on December 1st, police observed a Chevrolet Tahoe travelling at high rate of speed along Minuteman Drive. Police attempted to stop the vehicle near the intersection of Minuteman Drive and Lindbergh Avenue. The vehicle did not stop and continued driving. Police pursued the vehicle to the 100 block of Doolittle Street, where it came to a stop after getting high centered on a retaining wall. The male driver of the vehicle was seen getting out of the Tahoe and fleeing on foot. The foot pursuit proceeded into a nearby backyard, where the suspect driver fell on a set of stairs. As the suspect got back up to his feet, he approached police with his fists clenched. He was Tasered and placed in handcuffs. The suspect, later identified as 26-year-old Manning Richards of Rapid City, continued to be uncooperative with police. He was eventually placed in the WRAP safety restraint device. Police noted the strong odor of an alcoholic beverage coming from Richards’ person. He was transported to the Pennington County Jail, where a container of marijuana was located on his person. When all was said and done, Richards was placed under arrest for Aggravated Eluding, DUI, Obstruction, Disorderly Conduct, and Possession of Marijuana.
