Drug Call

On November 21st at around 9:30 p.m., police were dispatched to the parking lot of 737 Disk Drive for a report of several individuals observed smoking marijuana in a vehicle. Police arrived and located the suspect vehicle. As police pulled up behind the vehicle, it began to move forward. Police activated their emergency lights to stop the vehicle. The vehicle stopped, but as police approached the vehicle on foot, the driver began to pull away at a high rate of speed. The vehicle attempted to exit the parking lot, but another officer had positioned their patrol car at the exit with spike strips. The vehicle then continued into the southeast corner of the parking lot where it drove over a curb, onto the grass, and collided with a fence on the property. Police ordered the occupants out of the vehicle. Two occupants exited the vehicle. The driver was identified as 23-year-old Billy Torrez, and the passenger was identified as 29-year-old Joshua Cruz. Both are from Colorado Springs, CO.  Both were detained in handcuffs. It was determined that Cruz had warrants for his arrest out of Colorado. During a pre-tow inventory of the vehicle, police located heroin, a large amount of methamphetamine, a glass pipe, a large amount of cash, and a digital scale. Three handguns were also located in the vehicle. At least two of the handguns were determined to be stolen. Cruz and Torrez were placed under arrest for Distribution of Controlled Substance, Possession of Controlled Substance, Possession of Firearm with Prior Felony Drug Conviction, Receiving Stolen Property, Commission of Felony with Firearm, and Possession of Drug Paraphernalia. Cruz was additionally charged with his Warrant. Torrez was additionally charged with Eluding Law Enforcement and Driving Under Suspension. They were both transported to the Pennington County Jail.
