Hit & Run/Pursuit

On September 27th at around 11:20 p.m., police were dispatched to the area of E. Stumer Road and 5th Street for a report of a white Pontiac G6 that had just sideswiped another vehicle before leaving the scene. While speaking to police, the victim noticed the suspect vehicle driving past the scene. Police attempted to stop the vehicle in the area of E. Catron Boulevard and E. Minnesota Street. The vehicle did not stop and officers pursued as it turned north onto 5th Street. Officers were able to successfully deploy spike strips on the suspect vehicle in the area of 5th Street and Saint Anne Street. The vehicle was spiked several more times as it approached the downtown area. The pursuit was terminated for safety reasons as the vehicle made its way through the downtown area. By the time the vehicle reached Omaha Street and 5th street, all four tires had been deflated and it was travelling at a slower pace. The pursuit was reinitiated and police followed the vehicle until it ultimately ended up turning into the parking lot at 20 Deadwood Avenue. It left the roadway and stopped after hitting a hill. The occupants of the vehicle were ordered out, but the driver refused to comply with officer commands. Police eventually deployed pepper spray on the driver, and at that point, he began to comply with police commands. He was placed in handcuffs and identified as 18-year-old Kassius Colombe of Rapid City. Following a DUI investigation, police determined he was too impaired to be able to operate a motor vehicle. The vehicle he was driving was found to be stolen with substitute license plates. Colombe was ultimately placed under arrest for DUI, Leaving the Scene of an Accident, Aggravated Eluding, Obstruction, Possession of a Stolen Vehicle, Substitution of License Plates, two Stop Light Violations, three Stop Sign Violations, Receiving Stolen Property, Open Container in a Motor Vehicle, and an existing Warrant.
