Traffic Stop

On June 30th at around 5:50 a.m., police observed a green passenger car travelling northbound on North Maple Avenue at a very high rate of speed. As police caught up to the vehicle to initiate a traffic stop, the vehicle turned left onto Disk Drive without stopping for the stop sign. Police attempted to stop the vehicle, but it turned right to head northbound on Haines Avenue before coming to a stop in the 2500 block of Haines. A high-risk traffic stop was conducted and the driver, later identified as 34-year-old Justin Peters of Rapid City, was uncooperative with officer commands to exit the vehicle. Given the circumstances, a secondary officer retrieved a less-lethal beanbag shotgun. Upon seeing the less-lethal shotgun, Peters promptly obeyed orders to lay down on the ground. Peters was placed in handcuffs, and police noted the strong smell of an alcoholic beverage coming from his person. Numerous open alcohol containers were also observed in the vehicle. Peters was placed under arrest for DUI (3rd), Reckless Driving, Failure to Stop at the Signal of Law Enforcement, Open Container in a Motor Vehicle, Stop Sign Violation, No Proof of Insurance, and Driving without a Valid License. He was transported to the Pennington County Jail.
