Stolen Vehicle

On February 23rd at around 11:35 a.m., police were dispatched to the apartment complex at 118 Waterloo Street for a report of a stolen vehicle. Police made contact with the driver of the vehicle who said he had parked the carpet cleaning van outside of the address and left it running as he went inside. When he returned outside, the vehicle had been moved to a different area of the parking lot and the keys were missing. Police spoke with management at the apartment complex to review the security footage of the incident. In the footage, a male subject is seen exiting 102 Waterloo Street and enters the carpet cleaning van. The suspect drove forward, got stuck on the ice and snow, and reversed to attempt another run at driving forward. The suspect repeated this for about two minutes before exiting the vehicle and walking back into 102 Waterloo Street. Police entered 102 Waterloo Street to attempt to located the suspect. Police eventually made contact with a male matching the appearance of the suspect in the video. He is identified as 29-year-old Joseph Hornbeck of Porcupine, and it was determined he had a warrant. Joseph explained where he had left the keys for the vehicle. The keys were recovered by police before being handed back over to the driver of the van. Hornbeck was transported to the Pennington County Jail. After a urinalysis tested positive for methamphetamine, Hornbeck was ultimately placed under arrest for Theft of a Motor Vehicle, Ingestion of a Controlled Substance, and his Warrant.
