Threatening Law Enforcement

On August 16th at around 12:50 a.m., an officer was assisting Animal Control with an injured dog in the 600 block of Quincy Street. As the dog was being loaded into the Animal Control vehicle, a male approached the officer and began yelling. The man indicated that it was his dog. As the officer asked the man to identify himself, the man indicated that he would stab the officer. As the officer worked to de-escalate the aggressive individual, the man then clenched his right fist and turned in a manner where the officer could no longer see the man’s other hand. The officer sprayed the man in the face with OC spray (pepper spray). The man got on the ground and he was placed in handcuffs. The man, identified as 26-year-old Tavon Hess of Belgrade, MT, was placed under arrest for Threatening Law Enforcement and Disorderly Conduct. He was transported to the Pennington County Jail, and care of the dog was left to Animal Control.
