Traffic Stop

On November 11th, an officer observed a vehicle travelling westbound on West Main Street with no headlights on. As the officer pulled up closer to the vehicle, he observed the front-seat passenger hanging out the window and yelling at another vehicle. A traffic stop was initiated and the vehicle came to a stop in the area of W Main Street and Mountain View Road. Police made contact with the driver, identified as 23-year-old Mikalle Clark of Rapid City. Police noted the strong odor of an alcoholic beverage coming from Clark’s person. After a subsequent DUI investigation, Clark was placed under arrest for DUI and Driving without Headlights. In the meantime, police had made contact with the passenger observed hanging out of the window. He is identified as 26-year-old Samuel Pitts of Rapid City. The decision was made to issue Pitts a citation for the Seatbelt Violation. Pitts was highly uncooperative with officers and refused to sign the citation. He was subsequently placed under arrest for the Seatbelt Violation. Both individuals were transported to the Pennington County Jail.
